On October 15, 2024, Liu Changlei, Managing Partner of Shanghai Liu Chunlei Law Firm, was invited to deliver a "Special Lecture on Corporate Legal Risk Prevention" at the "Wushang Wisdom Hall," an event jointly hosted by the Wuhou District People's Procuratorate and the Wuhou District Federation of Industry and Commerce (FIC) in Chengdu. The event was presided over by Wang Qi, Chairman of the Wuhou District FIC and President of the Chamber of Commerce. Wu Jian, Secretary of the Party Leadership Group and Chief Procurator of the Wuhou District People's Procuratorate, delivered the opening remarks. More than 180 attendees, including standing committee members of the district FIC, representatives from non-local chambers of commerce, and entrepreneur representatives from democratic parties, participated in the event.
In his opening remarks, Chief Procurator Wu Jian stated that this lecture is a concrete measure to implement the municipal party committee's deployment requirements of "Entering Ten Thousand Enterprises, Solving Difficulties, Optimizing the Environment, and Promoting Development." He emphasized that the District People's Procuratorate and the District FIC are joining hands to fully leverage the procuratorial organ's role in "guaranteeing the unified and correct implementation of national laws" and the FIC's role as a "bridge and link between the Party and government and the private economy." By focusing on enterprises' legal needs, they aim to improve the precision and timeliness of services, jointly safeguarding high-quality economic and social development.
Managing Partner Liu Changlei started with the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China. Centering on the theme of "Corporate Compliance & Legal Risk Prevention," he analyzed various legal risks enterprises may face during operations and the significance of risk prevention and control. Addressing the entrepreneurs' concerns on how to build a corporate compliance and risk control system, Mr. Liu utilized the unique "Chunlei 6+1" Risk Control System, developed by his firm based on years of case-handling experience. He broke down the system into seven major sectors: "Shareholders and Management, Finance and Taxation, Assets, Operations, Management, Investment, and Core Competitiveness." He revealed that enterprises must adhere to the compliance bottom line across the entire chain of production, operations, and management. He urged the attendees to forge the corporate compliance risk control system into a "Golden Shield," effectively preventing and resolving legal risks to ensure sustainable and healthy development. The lecture also featured an interactive session where Mr. Liu answered legal difficulties encountered by entrepreneurs in their operations one by one, providing targeted suggestions and solutions, delivering a vivid and profound lesson on the rule of law.
Chairman Wang Qi proposed three suggestions for future work:
