As the nation celebrates the 105th Anniversary of the Communist Party of China, Jing’an District Party Committee held a grand commendation ceremony to inspire Party organizations and Party members across the district to forge ahead with dedication. A total of 100 Advanced Grassroots Party Organizations, 100 Outstanding Communist Party Members and 99 Outstanding Party Workers were honored. The ceremony aims to foster a district-wide atmosphere of respecting role models and learning from exemplars, motivating all Party entities and Party members to build an International Jing’an, Distinguished District, and take a leading role in Shanghai’s development as an international economic, financial, trade, shipping and sci-tech innovation center with greater achievements.
After organizational recommendation, rigorous review and public notice, the CPC Branch of Shanghai Liu Chunlei Law Firm was awarded the title of Advanced Grassroots Party Organization of Jing’an District.

Founded in November 2008, Shanghai Liu Chunlei Law Firm (hereinafter referred to as Chunlei Law Firm) established its independent CPC Branch in July 2009. Adhering to the philosophy of boosting firm development through Party building, the firm has forged an integrated development model where Party building and legal practice reinforce each other. The firm has been honored as an Advanced Collective in Shanghai Judicial Administration Work and an Outstanding Law Firm of Shanghai. Its CPC Branch has received accolades including Advanced Collective in Striving for Excellence in the National Legal Profession, Advanced Party Organization in Shanghai Legal Circles, and Model Site for Party Branch Construction in Jing’an District.
I. Bolster Ideological Guidance and Consolidate the Foundation via Party Building
Chunlei Law Firm prioritizes ideological and political development, running the firm under political guidance and strengthening its operations through solid Party building to lay a robust foundation for grassroots Party work. Relying on the weekly learning platform Chunlei Micro Forum, the Branch breaks down barriers between political study and professional training. It systematically integrates the Party’s lines, principles and policies, Xi Jinping Thought on the Rule of Law, legal service practice, hot industry topics and professional discipline norms into learning sessions. These sessions guide Party members and Communist Youth League members to firm their ideals and convictions, abide by professional ethics and practice boundaries, and achieve simultaneous improvement in political literacy and professional competence, laying solid political and organizational support for the firm’s sustained and sound growth.

The Branch actively participates in Jing’an District’s regional integrated Party building framework of "1+7+13+X". It serves as a member of the Comprehensive Politics and Law Special Committee, rotating lead unit of Pengpu Town’s Pengju Li & Hongcai Joint Initiative, and core member of the Five-District Party Building Alliance of Daning Sub-district.
Responding to demands for grassroots governance and rule of law development, the Branch channels premium legal resources into communities, industrial parks and office buildings, leveraging legal expertise to advance the modernization of regional governance systems and governance capacity.
Guided by the tenet of "Party Building Leadership, Legal Protection for Enterprises, Support and Security for Business Operators", the Branch actively engages in optimizing a law-based business environment. Its core Party-member lawyers develop a series of presentation materials on corporate legal risk control, and deliver regular legal lectures and compliance training for enterprises to help them build internal risk prevention systems. Director Liu Chunlei delivered special lectures on corporate legal risk prevention in Wuhou District, Chengdu; Party Branch Secretary Ye Ping hosted targeted training on labor dispute risk prevention for enterprises in Shanghai Multimedia Valley.
The Branch actively supports the development of Jing’an’s high-definition audio-visual industry. It provides regular free legal consultation services at the New Jingjie π Space every month, and takes part in volunteer services during the Business Partner Days hosted by Pengpu Town and Daning Group, safeguarding high-quality regional development with professional legal support.
III. Fulfill Public Welfare Missions, Forge Distinctive Legal Popularization Brands
Upholding public welfare initiatives under Party building leadership, the Branch devotes itself to legal outreach and builds signature popularization brands, practicing the original aspiration of Party-member lawyers to serve the public with tangible actions. Combining new media platforms and offline lectures, the Branch has launched two featured public legal education brands — Chunlei Micro Forum and Chunlei Cloud Law — forming an integrated online-offline legal popularization system.
Upgraded in March 2024, Chunlei Micro Forum releases new content weekly. Centered on "legal news sharing + in-depth discussion of social hot topics", it provides authoritative interpretations of judicial viewpoints, timely updates on legislative progress and thorough analysis of high-profile cases. To date, nearly 100 issues have been published, covering 127 legal hot topics and sharing 1,458 legal articles. Disseminated across the firm’s official website, WeChat official account and short video channel, the content is also promoted jointly with sub-districts and industrial parks to make legal knowledge accessible to the general public.
Launched in February 2025, the short video channel Chunlei Cloud Law delivers legal content through news releases, case analysis and practical rights protection advice paired with visualized PPT presentations. It addresses frequently encountered legal issues for residents and enterprises, including the Civil Code, corporate compliance, personal information protection, prevention of illegal fund-raising and labor rights protection, translating complex legal provisions into easy-to-follow guidance for rights defense. The channel has released over 50 episodes, accumulating more than 50,000 views and over 10,000 reposts. Recommended by Jing’an District Bureau of Justice, 28 episodes have been featured on the Rule of Law and Urban Classroom columns of Xuexi Qiangguo (Learning Power) platform, enabling high-quality, regular legal publicity and showcasing the dedication of new-era Party-member lawyers to public welfare and community service.
